Planning

Outline planning application for the erection of up to 220 dwellings, including 50% affordable housing, self–build/custom–build plots, green infrastructure (including public open space, play area, landscape planting and sustainable drainage systems), ecological enhancements to Woodcock Hill Village Green, new multi–modal vehicular access from Furzehill Road, emergency, pedestrian and cycle access from Carrington Avenue, and associated works and development. (Application no. 23/0937/OUT)

Our proposals were granted outline planning permission in November 2024. This agreed the principle of development for 220 new homes and the access arrangements.

We are now preparing to submit our Reserved Matters planning application, which agrees the finer details, such as design and materials.

Our Proposals

Our proposals follow the Outline Planning Permission that we previously consulted on, including:

220 new low carbon homes, including a range of properties from one-bedroom apartments to five-bedroom family homes

50% affordable housing – meaning 110 homes will be for low cost home ownership or rented properties owned by a housing association

Custom-build plots

Public open space, play areas, landscaping, and sustainable drainage systems

The retention and enhancement of the Woodcock Hill Village Green adjacent to the residential development

Housing

  • A landscape-led housing development of up to 220 low zero carbon homes.
  • 50% of the homes will be affordable homes which is a significant increase over the 35% required by policy. These will be a mix of properties available for Social Rent, Affordable Rent and Shared Ownership through a local housing association as well as First Homes to enable people to get on the property ladder.
  • High-quality masterplanning will ensure the development provides a coherent, safe neighbourhood that is attractive for our residents to live in.
  • There will be an appropriate balance of family homes and apartments.
  • Houses are two-three storeys high with three-storey apartments.

Access & Highways

The main access is currently proposed to be from Furzehill Road and has been designed in accordance with Hertfordshire County Councils safety standards.

To facilitate the new development, changes will be required to the surrounding road network, including:

  • The Barnet Lane spur leading onto the Stirling Corner roundabout will be signalised to better manage traffic, reducing queues and improving road safety.
  • A new turning lane at the bottom of Furzehill Road will alleviate queueing traffic, particularly at peak times.
  • Renewing the ‘keep clear’ road markings at the Barnet Lane / Furzehill Road roundabout, to reduce blockages.
  • A new pedestrian crossing on Furzehill Road, to make it easier to access the westbound bus stop.

Environment

Our proposals include significant opportunities to enhance the site for local wildlife and measures to improve biodiversity, creating better quality habitat for local wildlife.

We will be protecting and upgrading the Village Green to provide enhanced natural habitats and areas of landscaping.

Sustainability

  • A great strength of the site is how close it is to important facilities and infrastructure, with strong public transport links, nearby services, and shops and employment in walking distance, this is a highly sustainable location.
  • The site is close to a local supermarket (Morrisons) and is walking distance from Elstree & Borehamwood Rail Station and Borehamwood town centre.
  • The area is served by the 107 and 292 buses and the northbound stop for services into Borehamwood is on the south-eastern boundary of the site.
  • Financial contributions of £2.6m through the Community Infrastructure Levy will support local education facilities.
  • The proposals could also secure an important contribution of around £370,000 towards improving healthcare facilities, such as GPs surgeries across Borehamwood.
  • Funding of over £1.2m will be directed towards bus services and sustainable travel planning

    We believe our proposals for the development of this site carry wider benefits to the community beyond the provision of much-needed new homes.

    • 50% of the homes will be affordable homes which is a significant increase over the 35% required by policy. These will be a mix of properties available for Affordable Rent and Shared Ownership through a local housing association as well as First Homes (discounted by a minimum of 30% against the market value – capped at £250k).
    • A range of 1- and 2-bedroom apartments and 2-, 3- and 4- bedroom houses. We are also proving plots for custom-build.
    • Protection and improvement of Woodcock Hill Village Green.
    • Provision of a significant amount of new publicly accessible open space, including play areas and landscaping.
    • Local economic benefits, including the creation of jobs and additional expenditure in the local economy to the benefit of local shops and businesses.
    • The development will include financial contributions to local infrastructure.
